Washington, D.C. — Florida Congressman Daniel Webster, R-Clermont, released the following statement on his vote to pass H.R. 277, the Regulations from the Executive In Need of Scrutiny (REINS) Act of 2023. The REINS Act would require Congress to approve any federal rule or regulation the Office of Management and Budget determines to have an economic impact of $100 million or more.
“Today, I voted to pass H.R. 277, legislation I co-introduced earlier this year that would reassert Congress’ Constitutional authority to approve of any rule or regulation that is determined to have a significant economic impact,” said Rep. Webster. “It’s common sense: if Congress passes a law, it should take responsibility for the impact of that law on the American people, their jobs and our nation’s economy."
“I am particularly pleased that the House adopted my suggestion to expand this legislation to include Executive Branch guidance documents which are often used to drive regulatory policy. This legislation will result in more carefully drafted legislation and an improved regulatory process. It will also result in less costly red tape, smarter regulation and a Congress that is accountable to the American people for the laws it imposes on them.”
