Washington, D.C. — Today, the House Committee on Science, Space, and Technology advanced three bills introduced by Florida Congressman Daniel Webster R-Clermont, as part of the NASA Reauthorization Act of 2026.
 
“At a time when our adversaries are racing to challenge U.S. leadership beyond Earth, these bills make it clear that the United States will set the standards, protect our technological advantages, and shape the next generation of American leadership in emerging domains,” said Rep. Webster.
 
Webster-introduced bills included in the NASA Reauthorization Act of 2026:
  • H.R. 4360, the Frank Wolf Space Security Act – Reinforces long-standing restrictions on the use of federal funds for certain space and scientific cooperation with the People’s Republic of China, protecting U.S. intellectual property and national security interests.
  • H.R. 4906, the USA Act – Directs NASA, in coordination with the National Institute of Standards and Technology, to promote voluntary, consensus-based standards developed through a private sector-led process.
  • H.R. 6638, the Space Resources Institute Act – Bipartisan legislation that directs NASA to examine how the establishment of an institute focused on space resources, such as surface materials, water, and metals often found on the Moon, Mars, and asteroids, would help the United States lead and set the terms in this domain.
Webster added, “American leadership in space is not guaranteed. By advancing these bills, we are ensuring the America—not China or any other adversary—defines the future of space.”
