Washington, D.C. — Florida Congressman Daniel Webster, R-Clermont, today voted to pass H.R. 23, the Illegitimate Court Counteraction Act, which imposes strict sanctions against the International Criminal Court (ICC) for unwarranted actions targeting the United States, its allies, and their citizens.
“I voted again to pass this legislation to send a clear message to the ICC, said Rep. Webster. “The United States will defend the sovereignty of our country and will protect our allies against illegitimate attacks by imposing sanctions against ICC officials associates.”

“I voted again to pass this legislation to send a clear message to the ICC, said Rep. Webster. “The United States will defend the sovereignty of our country and will protect our allies against illegitimate attacks by imposing sanctions against ICC officials associates.”
Background:
- In 2020, President Trump issued an Executive Order that sanctioned any officials or associates of the ICC who investigate United States citizens, service members, or allies who do not recognize the authority of the ICC, such as Israel.
- In 2021, President Biden revoked these sanctions, effectively granting the ICC permission to target United States citizens and allies.
- In May 2024, ICC prosecutor Karim Khan announced that he was seeking arrest warrants against Israeli Prime Minister Benjamin Netanyahu, as well as Israeli defense officials.
- Rep. Webster and House Republicans passed this legislation in June 2024, but the Democrat majority Senate failed to consider the legislation.
